Looks like dyncorp employees have been engaged in this kind of depravity overseas since Bosnia. So after almost a decade of this activity dyncorp remains unpunished, uninvestigated, still a favored contractor of the US government for overseas operations - a non-american(and an american) would have to conclude the US government considers this type of behavior perfectly acceptable operating procedure for its contractors.
