They didn’t meet their hiring goal for FY 2006 and the average time to hire an analyst increased from 19 weeks in FY 2004 to 31 weeks. And they’re still not using threat and risk-based criteria to determine the number of analysts needed.

That great collaboration between the U.S. Holocaust Museum and Google Earth to pinpoint the precise location of each of the massacres in Darfur has educated plenty of people around the world - unless you happen to live in the Sudan. That’s because people in the Sudan are unable to download Google Earth, which is required to view the project, in accordance with U.S. export controls and economic sanctions regulations.
