Environment
- Massachusetts and Delaware are the only states where carbon dioxide emissions decreased from 1990 to 2004. The worst culprits: Texas, Florida, Illinois. During that period, New York’s emissions increased 5.5 million metric tons and carbon dioxide increased 3%.

- Cleaner Air or Cheaper Fuel? The government will relax air pollution rules for ethanol producers, permitting corn milling facilities to emit more than double the amount of air pollutants previously allowed.
