Menu Foods, who made that batch of rodenticide-tainted pet food responsible for the deaths of at least 104 dogs and cats, was already on the radar of the Food and Drug Administration.

Back in February 2004, they were required to recall some cat food due to a failure to carry a warning about Bovine Spongiform Encephalopathy. Three months later, they were issued a warning letter on May 19, 2004 about the use of animal proteins in ruminant feed at their plant in Pennsauken, New Jersey:

“During this inspection our investigators determined that the firm manufactured a canned animal food containing protein sources of bovine origin including beef lung. However, the lot failed to bear the cautionary statement “Do not feed to cattle or other ruminants,” as required by 21 CFR 589.2000.”
